Minnesota e-Health Advisory Committee meeting

A Minnesota e-Health Advisory Committee meeting is scheduled for Thursday, Sept. 17, from 10:00 a.m. – noon. Please follow the Minnesota e-Health Initiative Meetings and Events webpage for updates and the virtual meeting link. Meetings are open to the public.

The objectives for this meeting include:

• Welcome and orient both new and returning Advisory Committee members to the Advisory Committee’s purpose, its past progress, and recent accomplishments.
• Gather feedback on the 2026-27 draft Advisory Committee charge.
• Preview October’s in-person meeting and identify additional emerging issues the Advisory Committee should consider at October’s meeting.

The 25-member advisory committee is responsible for developing recommendations and advising the Commissioner of Health on policies and processes to advance the use of health information technology, data use, data exchange and related technologies. The Minnesota e-Health Initiative is a public-private collaborative that was authorized by the Minnesota Legislature in 2004. The scope of the Initiative includes providers, public health, consumers, and policy/research and the intersections of these domains across the state. AI resource spotlight

Each e-Health Update will feature a resource from the AI Resource Catalog for Healthcare and Public Health (PDF). Developed by the Minnesota e-Health Initiative AI Work Group, the catalog brings together practical, trusted resources to help healthcare and public health organizations better understand, evaluate, and responsibly use artificial intelligence (AI). The catalog offers resources for variety of roles, experience levels, settings, and where an organization might be in implementing AI.

Featured Resource: Ethics and Governance of Artificial Intelligence for Health: WHO Guidance

Published by the World Health Organization in 2010, this comprehensive report outlines six foundational principles for the ethical use of AI in health: protecting human autonomy; promoting human well-being and safety, and the public interest; ensuring transparency, explainability, and intelligibility; fostering responsibility and accountability, ensuring inclusiveness and equity; and promoting AI that is responsive and sustainable. In addition to these principles, the report provides practical guidance on governance, policy, and implementation, making it a valuable resource for healthcare leaders, public health professionals, policymakers, and organizations developing or adopting AI.

The AI Resource Catalog is a living document. If you know of a credible resource that could benefit healthcare or public health, we encourage you to share it with us at mn.ehealth@state.mn.us. Submissions can include a variety of resources such as articles, training materials, and tools such as guidelines and frameworks. All submissions are reviewed before being added to the catalog.

Apply to join the Minnesota e-Health Advisory Committee

The Minnesota Department of Health is seeking applicants for the Minnesota e-Health Advisory Committee who are interested in actively contributing to the committee’s work and bringing the perspective of their stakeholder community to discussions and decision-making. Current advisory committee members whose terms are ending are also welcome to reapply. We are especially looking for applicants for four seats:

• Healthcare Purchasers and Employers
• Health System Chief Information Officer
• Licensed Health Professionals - Nurse
• Long-Term and Post-Acute Care

Established in 2004 under Minnesota Statute, the 27-member advisory committee develops recommendations and advises the Commissioner of Health on policies and processes related to health information technology, data use and exchange, and related technologies. The committee brings together perspectives from across Minnesota’s healthcare and public health landscape to achieve the Minnesota e-Health Vision, where all communities and individuals benefit from and are empowered by information and technology that advances health equity and supports health and wellbeing.

As the advisory committee continues to advance important work related to health information exchange, artificial intelligence, and health equity, we are looking for engaged members who can help sustain the momentum and contribute to the advisory committee’s efforts.

The Minnesota Department of Health (MDH) is seeking new applicants for the Minnesota e-Health Advisory Committee who are interested in actively contributing to the committee’s work and bringing the perspective of their stakeholder community to discussions and decision-making. Current advisory committee members whose terms are ending are also welcome to reapply.

Established in 2004 under Minnesota Statute, the 26-member advisory committee develops recommendations and advises the Commissioner of Health on policies and processes related to health information technology, data use and exchange, and related technologies. The committee brings together perspectives from across Minnesota’s healthcare and public health landscape to achieve the Minnesota e-Health Vision, where all communities and individuals benefit from and are empowered by information and technology that advances health equity and supports health and wellbeing.

As the advisory committee continues to advance important work related to health information exchange, artificial intelligence, and health equity, we are looking for engaged members who can help sustain the momentum and contribute to the advisory committee’s efforts.

Member Expectations and Time Commitment

• Engage consistently throughout meetings
• Bring the perspective of their represented stakeholder group to discussions and decision-making
• Participate in related activities such as work groups, coordinated responses, and other requests as needed
• Participate in approximately six meetings per year, including four to five virtual meetings lasting two hours each, and one to two three-hour in-person meetings (with a hybrid option)

How to Apply

• Apply through the Office of the Minnesota Secretary of State Boards & Commissions.
• Applicants should submit a resume. Additional materials are optional, but we recommend applicants include a brief statement describing their interest in serving on the committee and how they would contribute to its work.
• While applications will remain open until all seats are filled, we strongly encourage interested individuals to submit their application materials by June 30 to ensure appointments are made before the first advisory committee meeting in early September.

Request for Proposals: Rural Health Transformation Program Technical Assistance for Health Care Providers on Health Information Technology

The Minnesota Department of Health, Office of Rural Health and Primary Care, has published a Request for Proposals (RFP) for one or more vendors to provide professional technical advisory services related to a variety of health information technology purchases funded through its Rural Health Transformation Program (RHTP). The purpose of this contract is to provide a ready source of technical assistance (TA) to RHTP subgrantees and potential subgrantees seeking guidance and support related to RHTP-funded HIT tools and how implementation of these tools can help subgrantees achieve Minnesota's five overarching RHTP goals can be found on  Rural Health Transformation Application Project Narrative (PDF).

Quick Call Contract Opportunity: Rural Health Transformation Program Health Information Technology Performance Measurement Framework

MDH’s Office of Rural Health and Primary Care seeks proposals for a vendor to advise MDH on the design and development of a performance measurement framework for Minnesota’s Rural Health Transformation Program (RHTP) “Initiative Five” health information technology (HIT) investments. The selected vendor will develop a performance measurement framework that links HIT investments to the state’s strategic objectives on sustainability of rural providers and their readiness for value-based care. The framework will define leading and lagging indicators; short-, mid-, and long-term outcomes; performance measures; and data sources related to RHTP-funded HIT investments.
