Reporting of COVID-19/SARS-CoV-2 under the Minnesota Communicable Disease Rules, Chapter 4605.7080

On August 22, 2023, the Commissioner of Health (“commissioner”) signed a Revised Notice of Statewide Surveillance for COVID-19/SARS CoV-2. This is the fourth notice the commissioner has issued on COVID reporting requirements. The purpose of this notice is to modify and ease reporting requirements to better match this stage of COVID-19 for certain community settings: k-12 schools, child care, DHS-and MDH-licensed residential settings, institutions of higher education, corrections facilities, and shelters. The reporting requirements remain in effect from the earlier December 2022 and May 2023 for all other reporters including health care practitioners, hospitals, clinics, laboratories, and long-term care facilities. All reporting requirements-both new and continuing-are contained in the new August notice so that reporters can refer to the new notice and do not need to refer to prior notices.

    This fourth notice modifies reporting requirements for COVID-19/SARS-CoV-2 for certain community settings: K-12 schools, child care programs, institutions of higher education, MDH and DHS-licensed residential facilities, corrections facilities, and shelters.
    This notice does not change reporting requirements for health care providers, hospitals, clinics, long-term care facilities, CLIA-certified laboratories, and entities operating under a CLIA certificate of waiver—these settings and providers must continue to follow applicable requirements in the commissioner’s December 2022 and May 2023 reporting notices.
    All new and continuing requirements are described in this notice so that reporters do not need to refer to prior notices.

    This supplemental notice updates the Commissioner’s prior December 2022, notice. It applies to CLIA-certified laboratories and entities operating under CLIA waivers to conduct tests for SARS-CoV-2. The updates in the supplemental notice only address test result reporting; all other reporting requirements (for cases, hospitalizations, and deaths) in the December notice remain in effect. The new test result reporting requirements became effective on May 12, 2023.

  • Notice of Statewide COVID-19/SARS- CoV-2 Surveillance, December 5, 2022 (PDF)
    This document updated the previous notice requiring reporting that was issued by the Commissioner on March 3, 2020. It addresses requirements for reporting to MDH by health care providers, hospitals, clinics, medical laboratories, and community settings including long-term care, Pre-K-12 schools, child care, higher education, shelters, and corrections facilities. The notice aligns with reporting protocols updated in summer 2022, so these disease reporters  should continue following current reporting instructions.
