Background
Clean Water Fund

The Clean Water, Land, and Legacy Amendment increases the sales and use tax rate by three-eighths of one percent on taxable sales beginning on July 1, 2009, continuing through 2034.  The additional revenue is allocated to protect water quality, preserve arts and culture, and support state parks and trails.

One third of the proceeds of the tax is dedicated to a Clean Water Fund (CWF) fund to protect, enhance, and restore water quality in lakes, rivers, streams, and groundwater, with at least five percent of the CWF targeted to protect drinking water sources.

The use of this additional revenue designated for drinking water is determined by the Minnesota Legislature and administered by programs within the:

  • Minnesota Department of Agriculture,
  • Minnesota Department of Natural Resources,
  • Minnesota Pollution Control Agency,
  • Minnesota Board of Water and Soil Resources,
  • Metropolitan Council, and
  • Minnesota Department of Health.
