Health Risk Limits Rules for Groundwater
Proposed Rule Amendments

Session Law HRL rulemaking project (estimated timeframe: 2023-2025)

The Minnesota Department of Health (MDH) promulgates Health Risk Limits (HRLs) Rules for chemicals in groundwater. In 2023, the Minnesota Legislature passed a Session Law that states, "By July 1, 2026, the commissioner of health must amend the health risk limit for perfluorooctane sulfonate (PFOS) in Minnesota Rules, part 4717.7860, subpart 15, so that the health risk limit does not exceed 0.015 parts per billion...." (Laws of Minnesota 2023, Chapter 60, Article 3, Section 34) MDH will propose Health Risk Limits that will fulfill this requirement, as well as update five other health risk limits. A Notice of Intent was published in the State Register on November 4, 2024. The proposed rules can be viewed below. MDH accepted comments on these proposed rules through the Office of Administrative Hearings' eComments site until December 4, 2024, at 4:30 p.m. The comment period is now closed.
