WIC MOM Updates
The following changes have been made to MOM in the past 6 months.
6/2025-Exhibit 5-A: Minnesota WIC Income Eligibility Guidelines (PDF)
Clarification: Updated the MHCP income guidelines with 2025-2026 Income Eligibility Guidelines
Exhibit 7E: Medical Documentation Changes for Soy Foods (Removed)
Clarification: Documentation for soy foods is no longer required. The link has been removed from food package policies.
Exhibit 7J: Mom and Baby WIC Food Packages (PDF) and Exhibit 7K: Standard food packages at a glance (PDF)
Clarification: revised CVB and birth to 1 month mostly-breastfeeding formula amount to be consistent with food package updates.
5/2025-Exhibit 5-T: MN WIC Risk Criteria (PDF)
Clarification: updated to reflect revisions to the following risk factors:
- 371 – Nicotine and Tobacco Use: Updated in alignment with new functionality introduced in the WINNIE Release 3.4.1 Document (PDF).
- 904 – Environmental Tobacco Smoke Exposure: corrected to include exposure to aerosol from electronic nicotine delivery systems, such as e-cigarettes and vapes.

Clarification: Updated the Standard WIC income guidelines with 2025-2026 Income Eligibility Guidelines
3/2025- Exhibit 4-C: Peer Breastfeeding Support Program Sample Job Descriptions (PDF)
Clarification: The minimum qualifications for the peer coordinator position must meet CPA eligibility as required by federal policy. Training sections of the sample job descriptions reflect expectations for all peer program positions upon hire.
Exhibit 7-B: Minnesota WIC Formula Summary (PDF)
Clarification: Formula types have been updated to reflect current Minnesota WIC offerings.
Section 6.7: Additional Nutrition Education (PDF)
Clarification: the requirement for Exit Counseling has been rescinded for all categories of women. Exit Counseling is still considered best practice and has been moved to guidance.
1/2025- Section 5.3.2: Hematologic Assessment (PDF) which has been added to the broader Section 5.3: Nutrition Risk Assessment (All Sections) (PDF)
Clarification: added an option to defer a participant hemoglobin measurement when it is determined that the health and safety of others (WIC clinic personnel) are at risk. When deferring the measurement in this situation, document the plan to obtain referral data.
Peer breastfeeding support policies have been updated and moved to Chapter 4: Local Agency Management & Staffing
- Section 4.8: Breastfeeding Peer Program Management (PDF) was Section 6.12: Breastfeeding Peer Support
Clarification: aligned the policy with the WIC Breastfeeding Curriculum by revising language, updating job titles, and removing outdated practices like paper documentation. - Exhibit 4-C: Peer Breastfeeding Support Program Sample Job Descriptions (PDF) was Exhibit 6-L: Sample Job Description for WIC staff who manage the peer support program
Clarification: expanded job descriptions for positions that support the peer breastfeeding program. - Exhibit 4-D: Breastfeeding Peer Support Confidentiality Checklist and Agreement (PDF) was Exhibit 6-K: Breastfeeding Peer Support Confidentiality Checklist and Agreement
Clarification: converted the confidentiality checklist into a fillable form to better support local agencies. - Exhibit 4-E: Guidelines for Breastfeeding Peer Counselors to Yield to a Lactation Expert or Health Care Provider (PDF) was Exhibit 6-J: Guidelines for Breastfeeding Peer Counselors to Yield to a Lactation Expert or Health Care Provider
Note: content was not updated. - Exhibits removed: Exhibits 6-M: Sample Peer Documentation Form and 6-N: Sample Peer counselor Weekly Activity Report were removed from MOM as they were no longer useful.
11/2024- Section 6.7: Additional Nutrition Education (PDF)
Clarification: Policy has been updated with changes related to Exit Counseling and discontinuing the use of the term “Education Choice.”
Clarification: Information System policies (MOM Chapter 9), previously available in draft form, were created and/or updated to support the new web-based information system (WINNIE). These policies are in final form and ready for implementation:
