Climate-Smart Food Systems Assessment of Local and Regional Food Systems

The Climate-Smart Food Systems (CSFS) Assessment will evaluate multiple components of local and regional food systems within Minnesota, such as production, aggregation, storage, processing, and distribution, to identify the most impactful opportunities and strategies for reducing greenhouse gas emissions (GHGe), improving food security, and expanding local food economies. This CSFS Assessment will provide a more comprehensive understanding of multiple components of the food system, associated GHGe, and how they intersect at the local, regional, and statewide level.

Conducting the assessment will be a collaborative process between the contractor, the Regional Food Coordinators, Regional Food Networks, MDH, and MPCA. The contractor will work alongside each Regional Food Coordinator and Regional Food Network to define their food systems and determine how to assess them. The CSFS Assessment process will identify existing food systems assessments, compile relevant GHG emissions data where available, analyze gaps, identify key drivers of GHGe within local and regional food systems, and identify point-source and whole systems level GHG emission reduction opportunities within Minnesota local and regional food systems.

The CSFS Assessment will serve as a technical resource and planning tool for the Regional Food Networks and beyond to better understand their local and regional food system and identify the most impactful strategies to reduce greenhouse gas emissions while also improving food security and expanding local food economies.

Applications are due Wed., January 28, 2026, no later than noon (12 p.m.) Central Time.
 

MDH employees cannot legally answer questions about this grant opportunity. Please submit questions about this grant to health.healthyeating@state.mn.us with the subject line “CSFS Assessment RFP” no later than 4 p.m. on Monday, Jan. 12, 2026. Answers will be posted in the SWIFT Bid Package as an Addendum. 

Nonprofit organizations, for-profit entities, academic institutions, tribal nations, and government entities are eligible to apply. 

Total funding available: $420,000.

Review the request for proposal (RFP). The RFP and application materials can  be accessed only through the online SWIFT portal. The RFP is termed an “Event” within the SWIFT system.

  1. Go to the online SWIFT portal.
  2. Click on "Bidding opportunities."
  3. Find the event by name (Climate-Smart Food Systems Assessment of Local and Regional Food Systems) or ID (2000017801).
  4. Click "View Bid Package" to see the RFP and forms; there is no need to log in to see the documents.

Apply online. Grant applications are  accepted only through the SWIFT portal.

  1. Register as a bidder in the SWIFT Supplier Portal (bidding = "applying").
  2. Choose "Register for an Account" and then "Register as a Bidder."

Visit the SWIFT Supplier Portal under “Informational Tips” and “Supplier Portal Help” for more information.
